Role Overview
Perform Startup, Systemization and Operation welding engineer and quality control activities in a technical or administrative capacity. Responsible for the performance of on-site tasks related to welding and quality control inspection planning, inspections and compliance. Ensures inspection duties are in accordance with the approved welding control manual and quality program.
Responsible for planning and preparing documentation of inspection activities and maintaining welding and quality control records. May provide technical direction to less experienced welding engineers and quality control engineers. As a Startup/Systemization/Operations Lead Field Weld Engineer/Quality Control Engineer, you will establish witness and hold points, perform inspections, document inspections, validate system demonstration testing, maintain positive relationships with Plant Staff and other Project Personnel, and support the Quality Control Supervisor.

Principal Responsibilities Include:
- Perform and document in-process and final weld inspections to ensure quality and conformance to project specifications and codes.
- Distribution and control of welding filler materials for all on-site welding activities.
- Generate documentation to support project welding and NDE activities.
- Document and track pipe welding and NDE information in TEAMWorks or other welding and NDE tracking system.
- Coordinate and schedule on-site NDE activities with Subcontract Technical Representative and subcontractor personnel.
- Support the development of change documents to address design issues, construction installation, systemization, and operations activities.
- Surveillance of subcontractor field welding for compliance to codes and standards.
- Review specifications, purchase orders, subcontracts, inspection reports, instruction manuals and technical data to assist and advise on site as required.
- Generate and validate inspection documents, such as Visual Inspection reports and status Welding Log.
- Maintain the highest level of safety awareness and ensure all tasks are completed to the highest safety standards.
- Provide technical direction and assistance for welding-related activities to systemization/operations personnel.
- Demonstrate leadership in a team-based environment.
- Support Bechtel's "Zero Accidents" safety program.
- Remain current with industry quality standards.
- May be required to work overtime based on project needs.
- Must be available to work alternative schedule.
- Required to have or be able to pass the Bechtel VT level II exam
- Performs Quality Control activities as assigned.
- Monitors and ensures munitions accountability and control practices are performed in accordance with project plans, specifications and standing operating procedures.
- Responsible for completing inspection records and the maintaining technical and other pertinent documents, as directed.
- Within assigned area, monitors Systemization activities (including system demonstration testing) for adherence to project plans and specifications to ensure quality control compliance.
- Monitors subcontractors and suppliers’ workmanship, installation of material, and equipment for quality control compliance.
- Performs inspection functions in accordance with inspection plan, monitors inspection duties assigned to subcontractors and reviews results of inspections.
- Establish Quality Control Witness and Hold Points in Work Planning packages
- Identifies nonconforming items and corrective action requirements; initiates nonconformance reports and monitors status through to closure of corrective action.
- Maintains databases through established project standard computer applications.
- Bachelor’s degree in Welding Engineering/Technology or related field, from an accredited university and 9 years of progressive professional experience and 1 year of welding-related experience in chemical plant operation or chemical demilitarization operation as welding engineer, quality control / quality or a supervisory position in maintenance, operation, or engineering.
- In lieu of a degree, 15 years of progressive professional experience in chemical plant operation or chemical demilitarization operation in quality control / quality assurance or a supervisory position in maintenance, operation, or engineering; to include 5 years’ experience in welding.
- Must have the right to work and remain in the US without sponsorship.
Additional Information
Minimum Qualifications
- Experience in the welding/quality discipline on chemical plant projects and previous quality or maintenance/operation/engineering supervisory experience at an operating chemical demilitarization facility.
- Must have working knowledge of AR 5-1 Total Army Quality Management system.
- Experience in ammunition accountability, control, and surveillance. Experience as a QASAS Inspector is highly desirable.
- Excellent communication ability both written and verbal
- Ability to interact with all levels of project management
- Ability to manage multiple priorities in a fast paced environment
- Working knowledge of Microsoft Office programs for word processing, spreadsheets, and email.
- Physical ability to walk on uneven surfaces typically found at construction and operating plant sites, climb ladders, stoop, bend, and lift up to 50 lbs on a daily basis.
- Must be able to obtain a site security badge.
- Knowledge of engineering relating to single or multi-discipline welding and quality control activities.
- Knowledge of an engineering discipline and construction/operation activities that relates to an assigned area of responsibility.
- Awareness of environmental compliance laws and requirements.
- Awareness of government compliance standards.
- Capable of Level II quality control certification in primary discipline(s).
