Following are the highlights of Balochinstan Budget announced by provincial minister Asim Kurd Gallo for the financial year 2017-18.
Total volume of Balochistan budget is Rs. 164.447 billion balanced budget for 2017-18
Development budget allocated in budget is Rs. 31.241
Total estimates during the new financial year have been estimated at Rupees 157.843 billion. Thus there would be deficit of Rupees 6.731 billion for the year 2011-12
6270 new vacancies will be generated during the coming financial year
Salaries of all government employees would be increased by 15%
All pensioners retired on July 2002 or afterwards would get 15 per cent increase in their pension while pension of those retired on June 30, 2002 or earlier was being increased by 20%.
Conveyance of provincial employees from Grade 1 to Grade 15 would be increased by 25%.
Rs. 500 million had been set aside during the year 2011-12 for non development expenditures.
The revenue receipts of Rs. 127bn consist of federal transfers of Rs93.255bn from the divisible pool, Rs13.41bn as straight transfers and Rs3.54bn as its share from provincial GST on services and Rs12bn as well-head price and gas development surcharge (GDS) arrears.
The provincial tax and non-tax contribution to the total receipts have been estimated at Rs4.85bn.
The capital receipts comprise floating debt of Rs12.1bn, income of Rs9.98bn from state trading, federal contribution of Rs4.37bn for the repayment of the blocked State Bank loan and recovery of loans and advances of Rs2.18bn.
the provincial government hopes to receive foreign assistance and loans of Rs2.15bn for development projects and a Japanese grant of Rs0.016bn.
Major capital expenditure includes Rs20.62bn for repayment of public debt, central loans and the blocked State Bank loan and Rs9.93bn for state trading in wheat, etc.
Rs12bn has been set aside for investment in the Reko Diq copper refinery plant (Rs8.5bn) and alternative energy projects (Rs3.5bn)
Total savings during the year are estimated to be above Rs12.5bn.
Rs. 1.86 lent by the government to food department for wheat procurement
