Upgradation of Posts of Ministerial Staff WAPDA Employees Finance Admin Regulations Wing

Order No. FO(B&F)/10-126/vol-46/1956-2063 is issued by Pakistan Water and Power Development Authority GM-(Hydel) WAPDA Finance Admin & Regulations wing dated 16-02-2017.

This is an office order and subject of this order is as under.
Subject: Up-gradation of the posts of Ministerial, Accounts, Audit and Technical staff.

The authority has been pleased to accorded approval to the up-gradation of the following Ministerial, Accounts, Audit and Technical staff w.e.f 01-07-2016 as given below.

(i)                  All the existing posts of Junior Superintendent BPS-15 are upgraded as Senior Superintendent in BPS-16. In case the post of senior superintendent already exist in the field offices the existing posts of Junior Superintendent shall stand converted to the post of Assistant BPS-15  Further the post of Junior Superintendent will no more exist in WAPDA.
(ii)                The existing incumbents are allowed BPS-16 as one time dispensation as grant, but will receive allowances/ benefits associated with BPS-15 as clarified by GOP Finance Division vide F.No.2(4)R-1/2016 dated 28-11-2016. Further details are available at para-2 of this office order.

 The benefit of fixation of pay in case of up-gradation of assistants mentioned above from BPS-14 to 15 is admissible as on promotion, in terms of office order No. FO(B&F)/10-126/vol-35/1137-1236 dated 09-01-2014 while the grant of BPS-16 to assistants and junior superintendents is a one time dispensation and not up-gradation of post, therefore the fixation of pay in such cases shall be made first in BPS-15 by allowing the benefit as admissible in case of promotion and then in BPS-16 at a stage next above to the basic pay admissible to the BPS-15. The incumbents will draw basic pay of BPS-16 while other allowances and benefits will be admissible with reference to substantive pay scale of the post of Assistant i.e. BPS-15.
As a result of up-gradation of above posts the benefits of time scale up-gradation will not be admissible to such categories of employees. The relevant service rules stand amended accordingly.
