Teacher Issues in Punjab Govt. Schools and Decisions of These Issues in Pakistan Education
It is submitted to all the Deputy Commissioners/ Administrators (DEA) in Punjab and all the chief executive officers (DEA) in Punjab.
Subject: Minutes of the meeting held on 01-02-2017 under chairmanship of secretary school education to discuss teachers issues.With reference to the subject cited above.
Secretary School Education Department held meeting with representatives of United Teachers Council, Punjab on 01-02-2017. Multiple issues were discussed in the meeting pertaining to uplift of the education and teacher issues.
Secretary School Education assured to make all efforts for redressal of genuine grievances of the teachers. He admired that in recent years, the enrolment and quality of education has been improving and the teacher community has also played their role.
After detailed deliberation, following decisions were taken.

1 | Up-gradation of Teachers | SSED clarified that he has already supported the issue in the best interest of teaching and taught. In this regard most of the spadework has already been done by the department and a meeting with worthy CM is required for final approval which may be held within next few days. Consequent upon the approval by the chief minister, a request to worthy CM will be made to announce up-gradation of teachers in a teacher convention at the time of beginning of new academic session in April 2017. |
2 | Handing over of schools through Punjab Education Foundation PEF and Danish School Authority DSA. | SSED informed the participants that two phases of handing over the schools to private sector through PEF were completed last year. It has been reported that performance of these schools is considerably improving. The teacher unions / associations are invited to share their observations in this regard. This matter will be discussed subsequently after receipt of observations of the unions on functioning of this programme. SSED further clarified that declared center of Excellence schools are being closely monitored and it is too early to say anything about these. However, the demand of teacher will be considered sympathetically. |
3 | Enquiries Against teachers/ Head teachers on the basis of performance/ result / drop out | SSED hearing the anomalies pointed out by the participants on the formulae on the basis of which disciplinary action has been initiated against the teachers, formulated a committee , comprising of DPI (SE) Punjab, DPI (EE) Punjab and representatives of UTC Punjab to examine the issue and for submission of report /recommendations within week in the light of the recommendations of the committee, further course of action will be deliberated. |
4 | Promotion of Teachers | SSED decided that in-service promotion of all categories of teachers will be completed expeditiously. All type of Promotions /Pay Package at district level will be made within one month. CEOs would be asked to complete the task within targeted time and non compliance will be viewed seriously. DPI(EE) will monitor this assignment and report in case of non-compliance promotion cases of teachers for BS-19 and BS-20 will be forwarded to S&GAD very shortly. Likewise Departmental promotion committee meeting will be held in next two weeks to discuss the promotion case of BS-17 & BS-18. |
5 | Issues of PERs | SSED directed that the suggestion of consideration of last five years PERS for Promotions /Pay Package at district level may be examined in the light of Promotion policy of the Government of the Punjab. Similarly, it would be ensured that the Reporting officers initiate the ACRs well in time. DPI(SE) will monitor the process. |
6 | Issues of Municipal Cadre Teachers. | It was pointed out by the participants that Municipal Cadre Teachers are deprived of Promotions /Pay Package since long. SSED constituted a committee under AS schools with DPI(SE), DPI(EE), representative of LG&CD and a representative of affected teachers to resolve the Issues of Municipal Cadre Teachers. |
7 | Regularization of Contract Educators | SSED directed that all CEOs be asked to complete the task of pending cases of regularization of educators within one month without fail. The chair also conveyed that department is already considering regularization of contract educators who have completed three years. DPI(EE) will monitor this assignment. |
8 | District Educational Authority and Divisional Directorate. | Participants appreciated the revival of Divisional Directorate and placed some reservations and unrest of teachers regarding DEA, SSED made it clear that genuine rights of teachers will be safe guarded. |
