Instructions for District Education and Health Authorities regarding creation and up-gradation of Posts.
It is directed to refer to the subject cited above and to say that with the promulgation of District Education and Health Authorities, a question has been regarding creation and upgradation of posts in schools and health institutions falling within the jurisdiction of District Education and Health Authorities. School Education Department and Primary and Secondary Health care departments have initiated cases for approval of cabinet committee on finance and development regarding creation and upgradation of posts in schools and health instructions falling under DEAs/DHAs.In order to streamline the process, Finance Department Punjab Govt Notification is of the view that P&SHC Department / School Education Department may formulate a frame work for creation /upgradation of posts falling within the jurisdiction of District Education and Health Authorities and place the same before cabinet committee on Finance & Development. This would ensure efficient disposal of such cases.
In this regard it is proposed that DEAs/DHAs may be allowed to create/ upgrade posts falling within the jurisdiction of respective District Education and Health Authorities subject to the following conditions:
-Such newly created /upgraded posts are as per approved and notified yardstick of the provincial government.
-All expenditures in respect of such posts will be borne by District Education and Health Authorities from within its available budget.
-The concurrence of department may be sought before creation /upgradation of posts.
Further, School Education Department and Primary and Secondary Health care department Punjab Govt Notification may, if it consider appreciate, formulate and seek approval of aforementioned framework from the cabinet committee on Finance & Development.
