It is submitted to Director General Health Services, Khyber Pakhtunkhwa, Hospital Medical Director in all medical teaching institutions in Khyber Pakhtunkhwa, Chief Executive Gajju khan Medical Complex Swabi SGTH SWAT, Director PHSA Peshawar, All District Health Officer in Khyber Pakhtunkhwa, All Medical Superintendents in Khyber Pakhtunkhwa, Director Health Services FATA.Subject: Visits Abroad
As per rules and instructions issued from time to time on the subject above, it is mandatory for Government Servants to get NOC from their Administrative Department before proceeding abroad. It has come to the notice of Health Department that there are occasions where doctors civil servants and other staff working in Government Health Department travel abroad without NOC which is misconduct. This practice makes the affordability and sponsorship of these trips suspicious case of conflictof interest and ethics. It has been also reported that quite a few amongst them may have passports which do not inducate them as Government servants. This persumably helps them in crossing immigration desk without Government NOC.
In view of foregoing it is reiterated that the existing instructions regarding visit abroad of Government Servants may be complied with in letter and spirit disciplinary proceeding action shall be taken against the delinquent Government Servants as well as their controlling officers. Moreover to streamline the matter health department has decided that,
1. Government Servants visiting abroad shall submit application for NOC through their respective controlling officers and such cases shall be decided within fifteen days of receiving such requests.
2. The record of visits abroad of Government Servants be provided to Health Department voluntarily by the Government Servantsthemselves. In case of non-cooperation of immigrations and passports, Government of Pakistan for the same.
3. This issue with the express approval of competent authority.
