It has come into the notice of the competent authority that number of posts of head teachers of High and Higher Secondary schools are lying vacant. Further it has also been observed that a number of posts of head teacher falling under 67% promotion quota remained unfilled owing to disinterest of teachers in their promotion simply because they are already availing BS-17 & 18 under upward mobility package . Likewise some subject specialist BS-17 and senior subject specialist BS-18 & 19 are highly underutilized (i.e Students of Grades XI & XII were zero to twenty in his/her subject during academic years 2014-15 or 2015-16 or both) in higher secondary schools/ comprehensive schools.

Posting of head teacher in an institution is critical for effective and efficient working of the institution school education department is endeavoring to man all vacant posts of head teacher. The department has decided to use productively the underutilized human resource i.e. SSS, SS and SSTs in promotion zone (upward mobility package BS-18) by posting them as head teachers against vacant posts of head teachers of High and Higher Secondary schools before 31st October 2016 without observing three years stay at present school and subject to the following guidelines,

1. SSTs who are in promotion zone (upward mobility package BS-18) shall be posted against a vacant post of headmaster / headmistress BS-17 in their school subject to the condition that their seniority shall remain intact in the seniority of SSTs BS-16.
2. In case of non availability of vacant posts of headmaster / headmistress BS-17 then SSTs who are in promotion zone (upward mobility package BS-18) shall be posted against a vacant post of headmaster / headmistress BS-17 in the distinct subject to the condition that their seniority shall remain intact in the seniority of SSTs BS-16.
3. Underutilized subject specialists BS-17 having 10 years service as SS shall be transferred and posted as headmaster / headmistress BS-17 against a vacant post of headmaster / headmistress BS-17.
4. Underutilized senior subject specialists BS-18 shall be transferred and posted as senior headmaster / headmistress BS-18 against a vacant post of senior headmaster / headmistress BS-18.
5. Underutilized senior subject specialists BS-18 shall be transferred and posted as Principals BS-18 against a vacant post of Principals BS-18.

The DEO (SE) Education is directed to furnish the names of SSTs who are in promotion zone (upward mobility package BS-18) posting as headmaster / headmistress BS-17 against a vacant post of headmaster / headmistress BS-17.

EDO Education shall submit consolidated reports along with vacancy position of head teachers to the DPI (SE).
The DPI (SE) Punjab is requested to follow up and submit consolidated posting plan to the department before 20-10-2016.
