State Bank of Pakistan (SBP), the Central Bank, regulates the monetary and credit system of the country and fosters its growth in the best national interest with a view to secure monetary stability and optimum utilization of the country's productive resources. In order to further strengthen the institutional capacity in the area of IT Security and to meet emerging challenges, applications are invited from high caliber and dynamic professionals for the following position, based at Karachi.

Title : Chief Information Security Officer (CISO)

Key responsibilities of the incumbent will include, but not limited to, the following:

  •  Ensure that information assets and technologies are adequately protected in line with SBP's Strategic Plan and business needs.
  • Develop, maintain and oversee policies, processes and control framework to address all applicable IT security requirements.
  • Review IT security standards on a continuous basis with appropriate response planning.
  • Develop and implement effective security monitoring of vulnerabilities, threats and events in network and host systems.
  • Supervise the mechanism to detect, report, and mitigate incidents that may impair adequate data and infrastructure security.
  • Ensure that the organization complies legal and other requirements to build and maintain a robust IT security infrastructure.
  • Conduct IT security risk assessments and ensure that the senior management is timely communicated.
  • Develop SOP to handle security incidents and direct a full enquiry with recommended courses of action.
  • Anticipate new security threats and stay updated with growing challenges.
  • Keep abreast with new laws/regulations and best practices related to IT security, business continuity/disaster recovery.
  • Train & oversee personnel with significant IT security duties.
  • Strengthen monitoring mechanism and controls especially from cyber threats.



 Eligibility Criteria :-

Qualification:
Masters or Bachelors Degree (16 years) in Computer Science/ Computer Systems / Computer Engineering / Management Information System or equivalent from HEC recognized institutions or from any reputable foreign university. Candidates having certification in CCISO, CISSP, CISM, CISA, CEH or OSCP will be preferred.

Age:
Maximum 52 years, relaxable in case the candidate possesses exceptional qualification and relevant experience.

Experience:
18 years relevant post qualification experience of which 10 years should be at senior management level. Candidates having experience in international institutions will be preferred.

 Competencies


  1. Sound understanding of business processes & operational KPIs.
  2. Security concepts related to DNS, routing, authentication, VPN, proxy services and DDO.
  3. ISO 27002, ITIL and COBIT frameworks.
  4. PCI, NIST and other compliance assessments.
  5. Firewall, intrusion detection /prevention protocols.
  6. Secure coding practices, ethical hacking and threat modeling.
  7. Network security architecture development.
  8. Sound management skills, strong leadership and motivational skills.
  9. Excellent presentation, communication, conflict management & problem solving skills.


    Compansation :

    Title : Additional Director (OG-6) - Risk Management
     
    Key responsibilities of the incumbent will include, but not limited to, the following:

    • Implement enterprise risk management framework for SBP business activities and ensure its relevance with changing market dynamics and international best practices.
    • Support in establishing enterprise wide risk management standard, propose risk tolerance structure and develop an effective oversight and reporting mechanism.
    • Assess, quantify, monitor and highlight potential risk factors like market, credit, liquidity, operational, strategic etc. that may impact SBP business activities.
    • Ensure that appropriate risk quantification framework, system and procedure is in place for conducting detailed analysis of inhenrent risks.
    • Analyze investment portfolio and underlying securities to assess potential credit risk, perform credit stress test and monitor credit quality of portfolio holding.
    • Prepare risk reviews to highlight critical risks to the senior management/ERM Committee.
    • Monitor macroeconomic events that can potentially affect financial markets and reserve management.
    • Observe compliance of various risk limits, risk tolerance levels and other operational guidelines on a regular basis.
    • Develop and promote risk conducive culture in SBP by creating awareness and develop a team of risk professionals for successful implementation of risk management framework.



     Eligibility Criteria

    Education:
    Masters or Bachelors Degree (16 years) in Finance, Risk Management, Economics or equivalent from HEC recognized university or any reputable foreign university.
    Age:
    Maximum 50 years, relaxable in case the candidate possesses exceptional qualification and experience.

    Experience:
    15 years relevant post qualification experience of which 08 years should be at middle management level. Candidates having experience in international financial institutions will be preferred



     Competencies

    • Proven record of achievements in risk governance areas. Excellent analytical skills and ability to lead and  develop teams
    • Excellent presentation, communication, conflict management and problem solving skills.
