Restoration of Teacher's Advance Increments in Punjab

Advance increments of Punjab teachers has been restored. Lahore High court Multan bench has decided that restore all increments of teachers in Punjab which were stopped by the government from 1990 to 2013. This discrimination with the teachers was challenged in the high court and court take decision in the favour of teachers.  This writ was filed in the Lahore high court.
Through the instant writ petition under article 199 of constitution of Islamic Republic of Pakistan 1973, The petitioners have called into question the legality and validity of letter dated 17-11-2014 issued by the Government of Punjab withdraw the benefits of six advance increments which were awarded to the High School teachers/ petitioners vide letter dated 25-08-1983.
Briefly the facts of the case are that the petitioners were appointed as EST and Drawing Master DM on the basis of FA CT and Matric and Diploma of draftsman, thereafter the petitioners improved their academic qualification by passing BA B.Ed thereon the petitioners were given promotion as SST (Arts). Subsequently, one petitioner passed MA Punjabi M.Ed while other passed postgraduate degree in MA Punjabi. The secretary to the government of Punjab Finance granted three advance increments to the teachers of High schools. Consequently the petitioners were also awarded six advance increments on the basis of higher qualification of MA /MEd and they were enjoying the same but vide letter dated 17-11-2014 issued by the Government of Punjab withdraw the benefits of six advance increments which were awarded to the teachers vide letter dated 25-08-1983. Hence this writ petition is filed.
