Lord Mountbatten Plan of 1947 Partition
After its sweeping victory in the general elections held in 1946, Muslim League put in more vigour and vitality in the demand for Pakistan. Consequently, there was no way left for both, the government and the congress, except to compromise with the reality. On february 20, 1947, Mr. Atlee, annouced in the Parliament that the government would grant right of self-determination to India by june 1948. Pursuing this objective, and for making necessary arrangements, Lord Mountbatten was sent to India as a replacement to Lord Wavel, as viceroy.After his arrival, he observed and watched the new developments and came to the conclusion that it was more expedient to put into practice the scheme at the earliest and avoid delay. He annouced on 3rd June, 1947, a plan to this effect and Important provisions of the plan were:
Important Points of 3rd June 1947 Plan
(i) The British government world not enforce any constitution on its own, as this matter was to be resolved bu the indians themselves. Moreover, the draft constitution would be enforced only in those regions where people would accept it.
(ii) Such regions whose representatives would not like to participate in the constituent assembly shall have separate assembly.
(iii) the legislatures of punjab and bengall were to be divided into two separate parts, one representing Muslim majority districts and the other one comprising representatives of remaining districts. Both the groups were to decide separetely whether they wanted to divide the provinces or keep these united.
(iv) The people of the Frontier province were to decide about their political future through referendum.Similarly, referendum was proposed to be held in Silhet district. The fate of Baluchistan was to be determined in the joint session of the representative institutions.
(v) According to the plan, if the legislatures of Punjab and Bengal decide in favour of division of the respective provinces, a Boundary Commission shall be formed for demarcation of new boundaries.
(vi) The royal states of India were given the option to join any of the states viz,. Pakistan or India.
This plan declared the delegation of authority to one or two, whatsoever the case, succession states. This announcement was a remarkable achievement of Muslim as there was no way left. The results of the referendum were in favour of Pakistan, as already expected. The provinces of Frontier, Sindh and Baluchistan decided to join Pakistan While Punjab and Bengal were to be divided according to which the territory of East Bengal and that of West Punjab was included in Pakistan.
