The Capacity Development Specialist, working under the direct supervision of the Chief Technical Advisor, will be responsible for planning and implementing the project’s support to strengthen the capacity of the Election Commission of Pakistan (ECP).

The incumbent will have the following specific responsibilities:
- Provide technical assistance to the ECP to develop, plan and implement a sustainable capacity strengthening and training program for ECP personnel;
- Act as a mentor to the staff of the ECP’s Federal Election Academy (FEA) for effective management of the Academy and delivery of training in line with the ECP’s capacity strengthening and training program;
- Plan, organize and conduct Building Resources in Democracy, Governance and Elections (BRIDGE) workshops for different modules as well as Train-the-Facilitator workshops;
- Accredit and mentor new BRIDGE facilitators to ensure sustainability of a BRIDGE Program in Pakistan;
- Plan, organize and conduct other training workshops (non-BRIDGE) including high level workshops and seminars for commissioners and senior secretariat officials;
- Advise FEA in planning and conducting regular training needs assessments and evaluations of its training program;
- Support ECP to develop standard operating procedures and guidelines in collaboration with other project team members;
- Design and develop user-friendly, clear and concise training materials and handbooks;
- Ensure effective gender mainstreaming in all training programs and training materials;
- Work closely with project team members and participate in coordination and planning meetings to ensure timely delivery and robust monitoring and evaluation of training activities;
- Ensure close coordination with other electoral assistance providers;
- Submit regular progress reports.
- The Capacity Development Specialist will enable the ECP to develop in-house capacity to plan and implement a sustainable capacity strengthening and training program for its personnel. This in turn will increase the ECP’s ability to conduct elections that are more credible, transparent and inclusive in line with international norms and standards.
- S/he will enable the ECP’s Federal Election Academy to fulfill its role of ensuring that all levels of ECP personnel receive training for their professional development.
- S/he will ensure that a pool of accredited BRIDGE facilitators are trained and mentored to plan and implement a long-term BRIDGE Program.

- Experience working with election management bodies and/or other electoral stakeholders;
- Excellent planning, organizational and time-management skills;
- Ability to plan and prioritize own work and report on progress in a timely manner;
- Excellent written skills with attention to detail;
- Very strong communication skills and the ability to articulate ideas in an accurate, clear and concise manner;
- Excellent inter-personal skills and ability to interact and coordinate effectively with a diverse range of stakeholders.
Required Skills and Experience
Education:
- A minimum of a Masters degree in the field of education, development studies, public administration and management, international relations or other related subject;
- BRIDGE Accreditation at either Accrediting or Expert Level (as issued by the BRIDGE Project Office).
- At least 7 years experience in training and capacity development and/or elections.
- Fluency in oral and written English communication.
